How long does it take for rosemary leaves to fully cook in a soup before someone eatting it?

There is no problem with fresh rosemary as long as it is not consumed in great quantities(probably just a stomach ache at best)! Dry rosemary will never get soft and for all intensive purposes, it is useless unless you are using it in a seasoning pouch that will be removed before serving. You will still get the flavor. Stay with the fresh, you will never be disappointed. BON APPITITE!

I hate to be the bearer of bad news but I'm pretty sure rosemary is inedible at all stages of cooking unless it's burnt to a crisp which it would taste disgusting anyway. You remove it like you would bay leaves which also shouldn't be eaten.
