It sounds like it is rotting from too much moisture. It is an herb and most herbs are drought resistant, requiring very little water. Make sure the soil has good drainage and gets plenty of sun. This should help.
What causes the herb rosemary to go black on the tips ,i am in the philippines?
It could be a fungus, burnt from too much exposure to direct sun light or as its been said, watered too much.
